In a situation where an opponent gets the drop on you and starts attacking first, using Hellish Rebuke negates that advantage by allowing you to stay ahead in the damage race. Well if you'd just cast Scorching Ray (at 3rd level since you a level 5 warlock) with your other spell slot it would have done (assuming all hits) 8d6 damage to begin with on its turn instead of 2d6 then 4d6, without having to worry about concentration.So it does trigger hex, that's true, but you also have to spend one of your spell slots Hex pulls ahead in damage over a long fight, by pumping more and more eldritch blasts into it to trigger hex.
I'm finally trying out Warlock. Hex adds 2d6 damage assuming all hit. Hellish Rebuke and Darkness are both very powerful warlock spells, so getting a free use of each per day, on top of potentially adding them to your spell list and freeing up other options to grab, is huge.
